Montenegro offers one of the most attractive tax systems in Europe. Corporate profits are taxed at only 9% to 15%, depending on the amount. Income tax is also at a comparatively low level with a maximum of 15%. Dividend tax is currently 15%, while VAT is 21%. In combination with moderate property prices, a growing economy, the Euro as the currency, and the prospect of EU accession, this makes Montenegro particularly interesting for international investors, entrepreneurs, and real estate buyers.
Income tax in Montenegro is among the lowest in Europe. Income up to 700 euros per month is tax-free. Income between 700 and 1,000 euros is taxed at 9%, and beyond that, a tax rate of 15% applies. Attractive tax regulations with a maximum tax rate of 15% also apply to entrepreneurs and the self-employed. This makes Montenegro particularly interesting for entrepreneurs, investors, and expatriates.
Companies benefit from an attractive corporate tax between 9% and 15%. Profits up to 100,000 euros are taxed at 9%. For profits between 100,000 euros and 1.5 million euros, a tax rate of 12% applies to the corresponding portion, while profits over 1.5 million euros are taxed at 15%. A classic wealth tax, as found in some other European countries, does not currently exist in Montenegro. However, property owners pay a comparatively moderate annual property tax, which ranges between approximately 0.1% and 1% of the estimated property value, depending on the municipality and the object.
The standard VAT rate is 21%. Reduced tax rates of 15% or 7% apply to certain goods and services. This places Montenegro at a level that is equally attractive for investors, entrepreneurs, and consumers.
Montenegro offers an attractive tax framework for real estate buyers and investors compared to many other European countries.
- No wealth tax: Montenegro does not currently levy a classic wealth tax on private assets.
- No speculation tax: When selling a property, there is no speculation period as there is, for example, in Germany. Profits from the sale are treated according to the applicable tax regulations regardless of the holding period.
- Moderate property tax: The annual property tax (Grundsteuer) is usually between approximately 0.1% and 1% of the estimated property value, depending on the municipality, location, and type of property.
- Real estate transfer tax for existing properties: When purchasing an existing property, a real estate transfer tax is incurred. This is progressive and currently amounts to 3% on the first 150,000 euros of the purchase price, 5% on the portion between 150,000 euros and 500,000 euros, and 6% on the amount exceeding that.
- New constructions: When acquiring new construction properties directly from the developer, there is usually no real estate transfer tax, as VAT is already included in the purchase price.
